Is the introductory verb in past tense then the English systems requires a change of the verbs in the subordinate clause.

  The narrative is at the same time as the event described
He said: "I buy a car." Er sagte: "Ich kaufe mir ein Auto."
He said that he bought a car. Er sagte, dass er sich ein Auto kaufe.

  The narrative is before the event described
He said: "I will buy a car." Er sagte: "Ich werde mir ein Auto kaufen."
He said that he would buy a car. Er sagte, dass er sich ein Auto kaufen würde.

  The narrative is after the event described
He said: "I bought a car." Er sagte: "Ich kaufte mir ein Auto."
He said that he had bought a car. Er sagte, dass er sich ein Auto gekauft habe."
